The meeting was called to order at 7:33 PM in the Town Hall Council Chambers, East
Hartford Town Hall.

A) File # 2010-006
Application of David Holmes, To conduct a regulated activity within the Inland Wetlands and Buffer Zone in conjunction with the movement of 2 cubic yards of material from one site on the property to another. Located at # 1008 Forbes Street, East Hartford, CT.
David Holmes, the applicant and a resident of East Hartford, spoke on behalf of his application to the town.

Cmsr. O’Dea moved to APPROVE the application with the following conditions:
- The permit is non-transferable without the written consent of the Inland Wetlands Commission.
2. Proper erosion controls are to be maintained at all times.
3. All work in the Inland Wetlands and/or buffer zone must be commenced within five (5) years from the effective date. The activity must be completed within one (1) year from the commencement of the activity.
- Written notice shall be submitted to the Town Engineer 48 hours prior to the starting date of the approved activity.
5. In evaluating this application, the Inland Wetlands Commission has relied on information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete and/or inaccurate, this permit shall be modified, suspended or revoked.
6. Final plans are to be signed and stamped (ink & impression) by the relevant Professional Engineer, Land Surveyor, or Architect.
- Provide on the plans a cross section for the proposed retaining wall, including but not limited to foundation, wall height, and batter.
8. Approval is granted as per plans submitted with the application dated: Aug. 10, 2010.

Application of Pratt & Whitney. Conduct a regulated activity within the Inland Wetlands and Buffer Zone in conjunction with the Demolition site structures and the removal of piping. Located at # 1 Pent Road, East Hartford, CT.
Tom Salomino addressed the environmental concerns for the demolition that would take place on the site.

Located at # 427 Silver Lane, East Hartford, CT

To conduct a regulated activity within the Inland Wetlands and Buffer Zone in conjunction with Roadway and parking rehabilitation throughout the entire UTRC site. Activities include new pavement, striping, and minor grade changes. Located at # 411 Silver Lane, East Hartford, CT
Mr. James Low spoke to the Commission about the parking rehabilitation process.
